Milan, 1 Nov. (LaPresse) – Article 67 of the Budget Bill amends “the salary adjustments for non-contractual staff, magistrates, lawyers and public prosecutors”, clarifying certain criteria on the basis of which the National Institute of Statistics determines the percentage of pay rises for the aforementioned staff in relation to the increases received by other categories of civil servants. This is what the approved text of the Budget Bill provides for, stating that “this measure is necessary in order to ensure ‘new legislative provisions suitable for restoring the limits on overall expenditure’”. In particular, it clarifies that “the average to be used for calculating the average increases achieved by other categories of civil servants on fixed-term contracts is the weighted average, taking into account the numerical size of each of the aforementioned categories. The use of the weighted average is intended to avoid misrepresentations of the actual average per capita increase provided for by the legislation, which would arise from assigning the same weight to salaries relating to groups of different sizes”. It is also stipulated that, “in order to avoid duplication, arrears are not included in the calculation basis as they are already reflected in the assessment of the pay increase recorded in the final year of the three-year reference period”.
